RULES AND REGS

**2023 "LETSI" WILL BE OPEN TO LEO AND CIVILIAN SHOOTERS - SCROLL DOWN TO REGISTER YOUR TEAM**

THIS YEARS LAKE ERIE TOP SHOP INVITATIONAL WILL BE SPONSORED BY THE FRIENDS OF SCOUTING AND WILL BENEFIT THE BOY SCOUTS OF AMERICA, FRENCH CREEK COUNCIL. IT WILL BE HELD AT THE GEM CITY GUN CLUB ON SEPTEMBER 16, 2023, FROM 0800HRS TO 1700HRS.  LUNCH WILL BE PROVIDED. REGISTRATIONS WILL BE TAKEN UNITL SEPTEMBER 11, 2023.

 

THIS YEAR'S MATCH WILL BE DIVIDED INTO 3 CATEGORIES:

    1.  LAW ENFORCEMENT (ATIVE & RETIRED); MILITARY (ACTIVE & RESERVE); SINGLE SHOOTER OR 2 PERSON TEAM

    2.  CIVILIAN (AGES18 & UP); SINGLE SHOOTER OR 2 PERSON TEAM

    3.  JUNIOR (AGE 17 & UNDER)

 

A 1ST PLACE AWARD WILL BE GIVEN TO THE TOP LEO/MILITARY INDIVIDUAL, TOP CIVILIAN TEAM, TOP CIVILIAN INDIVIDUAL, AND TOP JUNIOR SHOOTER. THE LEO/MILITARY TEAM WITH THE HIGHEST OVERALL COMPETITION SCORE WILL BE AWARDED THE OVERALL WINNERS PRIZE WHICH WILL BE THE PERPETUAL TROPHY. LEO/MILITARY WILL COMPETE AMONST THEMSELVES, CIVILIANS WILL COMPETE AMONST THEMSELVES AND JUNIORS WILL COMPETE AMONST THEMSELVES. THE COURSES OF FIRE WILL BE THE SAME FOR LEO'S/MILITARY AND CIVILIANS. JUNIOR WILL HAVE THIER OWN COURSE OF FIRE. MORE INFORMATION TO FOLLOW ON THE DAY OF THE EVENT.

THERE WILL BE THREE COURSES OF FIRE FOR LAW ENFORCEMENT / MILITARY AND CIVILIANS

   1.  CARBINE:  5.56MM FOR LEO/MILITARY:  5.56MM OR PCC (9MM/.45) FOR CIVILIAN.  50 RDS OF AMMO    

   2.  PISTOL:  LEO/MILITARY:  DUTY PISTOL, EQUIPMENT; CIVILIAN, OPEN, YOU BRING IT, YOU CAN SHOOT IT.  50 RDS OF       AMMO

   3.  TACTICAL:  LEO/MILITARY:  DUTY PISTOL, EQUIPMENT; CIVILIAN, OPEN, YOU BRING IT, YOU CAN SHOOT IT.  50 RDS OF AMMO

 

JUNIOR: 2 STAGES, .22 RIMFIRE, PISTOL AND RIFLE. 100 RDS, 22LR.  BRING YOUR OWN OR GUNS WILL BE PROVIDED

 

LEO/MILITARY:  RED DOT SIGHTS ON PISTOLS PERMITTED IF IT IS YOUR APPROVED DUTY WEAPON AND YOU HAVE QUALIFIED WITH IT WITHIN THE LAST YEAR.

 

ALL SHOOTERS: RDS OR LPVO PERMITTED ON CARBINE.  LPVO SET NO HIGHER THAN 2X AND MUST REMAIN THERE THROUGHOUT THE COURSE OF FIRE.  NO BIPODS, GRIP PODS, TRIPODS OR RESTS OF ANY KIND WILL BE PERMITTED.

RANGE WILL BE CONDUCTED AS A “COLD RANGE”. WEAPONS UNLOADED UNTIL AT FIRING LINE. ALL FIREARMS WILL BE CHECKED FOR SAFE OPERATION BETWEEN EVENTS.

 

RULES AND REGULATIONS

A. ENTRY

  • TEAM FEE OF $60 AND INDIVIDUAL FEE OF $45 MUST BE PAID WITH ENTRY. 

  • NO SHOW TO EVENT WILL RESULT IN FORFEIT, FEES ARE NOT REFUNDED.

  • EACH TEAMMATE WILL HAVE TO COMPLETE SKILLS.

  • ENTRY OF AN ALTERNATE DURING THE EVENT WILL BE PERMITTED ONLY IF THE CONTESTANT BECOMES ILL, INJURED, OR SUCH EMERGENCY EXISTS WHERE THEY NEED TO DEPART. AT THE DISCRETION OF THE RANGE BOSS.

  • ALL RULES AND REGULATIONS APPLY TO INDIVIDUAL ENTRY. INDIVIDUAL ENTRIES WILL BE SCORED SEPARATELY FROM THE TEAM EVENT.

 

B. FIREARMS AND AMMUNITION

  • FIREARMS WILL BE DEPARTMENT USED DUTY CALIBER AND MODELS ONLY.

  • RIFLE OPTICS WILL BE PERMITTED PROVIDED THEY ARE USED WITH DEPARTMENT REGULATIONS. OPTICS LIMITED TO MAXIMUM 2X MAGNIFICATION

  • SIDEARMS WILL BE PERMITTED TO HAVE OPTICS, THAT ARE FOR DUTY AND QUALIFIED WITH.

  • FIREARMS TO BE HOLSTERED IN DEPARTMENT DUTY HOLSTER AND BELT/RIG

  • FIREARMS CAN BE INSPECTED BY A RANGE BOSS AT ANY TIME.

  • AMMUNITION WILL BE SUPPLIED BY THE CONTESTANT.

  • AMMUNITION MUST BE NEW IN BOX. FOR SAFETY, NO RELOADS WILL BE PERMITTED.

  • AMMUNITION CAN BE INSPECTED BY A RANGE BOSS AT ANY TIME.

  • SHOULD THE DEPARTMENT NOT ALLOW TEAMS TO USE DUTY SIDEARMS OR RIFLES, A SIMILAR MAKE, MODEL AND CALIBER WILL BE PERMITTED. THESE SUBSTITUTE FIREARMS CAN NOT HAVE TRIGGER OR BARREL MODIFICATIONS.

 

C. TARGETS

  • TARGETS WILL BE PAPER, RING TYPE WITH SCORING RINGS. IPSIC, OR OTHER - TBD

  • EACH SKILL CAN HAVE A NEW TARGET PLACED.

  • METAL DROP TARGETS AND ARRANGEMENT IN THE TACTICAL SHOOT WILL BE SELECTED AT THE DISCRETION OF THE BOARD.

D. SCORING.

  • PAPER TARGETS WILL BE SCORED BY RANGE BOSS AND/OR EVENT STAFF. SCORE DISCREPANCIES OR CHALLENGES WILL BE REVIEWED BY A SECOND RANGE BOSS. AT WHICH POINT THE FINAL DECISION WILL BE MADE.

  • CONTESTANT MAY NOT REQUEST A THIRD OR OUTSIDE REVIEWING PARTY.

  • MOVE AND SHOOT COURSE WILL BE SCORED TIME/HITS WEAPONS MALFUNCTIONS RESULTING IN THE INABILITY TO COMPLETE A SKILL WILL BE REVIEWED ON RANGE BY TWO RANGE BOSSES. BOTH MUST AGREE ON THE VALIDITY OF THE MALFUNCTION TO ALLOW THE CONTESTANT TO RE-SHOOT. NO ALIBI WILL BE ACCEPTED.

  • CONTESTS 1 AND 3 WILL HAVE NO ADVANTAGE FOR FINISHING FASTER THAN ALLOWED TIME. HOWEVER, ANY SHOT FIRED AFTER THE ALLOWED TIME WILL RESULT IN A ZERO POINT.

E. TIES

  • TIES WILL BE BROKEN BY LAST MAN STANDING EVENT. STARTING AT THE 15 YARD LINE, 1 TEAM MEMBER WILL SHOOT 1 ROUND AT AN 8” ROUND TARGET FROM HOLSTER. IF TARGET IS MISSED OR COMPETITOR IS LAST TO FIRE, THEY ARE OUT. DISTANCE WILL INCREASE 5 YRDS PER ROUND. (INDIVIDUAL TIES BROKEN SEPARATELY WITH SAME TIE BREAKER EVENT)

 

F. ADMINISTRATION

  • THE ADMINISTRATION OF THIS EVENT WILL BE AT THE DISCRETION OF THE BOARD, AND ONSITE RANGE BOSSES.

  • APPLICATION FEES AND SPONSORSHIPS WILL BE USED TO PROMOTE AND ADMINISTER THE EVENT.

  • ANY SCORING CHALLENGES OR DISCREPANCIES WILL BE SETTLED ON THE RANGE BY RANGE BOSSES. THE BOARD WILL NOT OVERSEE OR GIVE ANY RULINGS ON EVENT DAY FOR ANY REASONS WHAT SO EVER.

  • EVENT WILL BE HELD RAIN OR SHINE, AT THE DISCRETION OF THE RANGE BOSSES.

  • ANY SAFETY VIOLATIONS CAN AND WILL RESULT IN THE DISQUALIFICATION OF THE TEAM OR INDIVIDUAL COMMITTING THE VIOLATIONS AT THE DISCRETION OF THE RANGE BOSSES. ALL RANGE BOSSES MUST AGREE THE VIOLATION WARRANTS DISQUALIFICATION.

  • ANY DECISIONS MADE BY THE RANGE BOSSES ARE FINAL.

  • SCORING WILL BE TALLIED BY THE RANGE BOSSES, RSO’S OR EVENT STAFF, AND VERIFIED.

  • WINNERS WILL BE DETERMINED ON EVENT DAY, AT THE CONCLUSION OF THE EVENT.

  • AWARD CEREMONY WILL BE COMPLETED AT THE CONCLUSION OF THE EVENT.

  • CONTESTANTS, WINNING TEAMS / INDIVIDUALS WILL AUTHORIZE THEIR PHOTO TO BE TAKEN, AND USED FOR PROMOTIONAL PURPOSES, SOCIAL MEDIA AND WEBSITE. CONTESTANT MY CHOOSE NOT TO HAVE PHOTOS/VIDEOS TAKEN WITH NOTIFICATION UPON REGISTRATION.

 

G. SOLICITING

  • ONLY BOARD MEMBERS, AND TRUSTEES ARE PERMITTED TO SOLICIT FOR LETSI.

  • CASH DONATIONS WILL NOT BE ACCEPTED BY ANY MEMBER.

  • PROMOTING AND MARKETING LETSI WILL BE AT THE DISCRETION OF THE BOARD.

LAKE ERIE TOP SHOT IS A PENNSYLVANIA STATE REGISTERED NON-PROFIT 501(C) 7 ENTITY.

 

H. LEGAL

  • BY SUBMITTING ENTRY AND PAYING FEE, CONTESTANT AGREES TO TERMS AND CONDITIONS, ALL RULES AND REGULATIONS SET BY THE BOARD. CONTESTANT WILL SUBMIT TO RULINGS MADE BY RANGE BOSSES ON EVENT DAY.

  • EVENTS CAN BE CHANGED AND OR MODIFIED BY THE RANGE BOSSES AT THEIR DISCRETION WITHOUT NOTIFICATION TO CONTESTANTS.

  • NRA SCORING GUIDELINES FOR SHOOTING WRONG TARGETS WILL BE FOLLOWED.

  • CONTESTANT MUST PROVIDE THEIR OWN HEARING AND EYE PROTECTION, AND PRACTICE RANGE SAFETY. BALL CAPS OR BOONIE HATS ARE APPROVED FOR EVENT. LETSI AND ITS STAFF ARE RESOLVED AND HELD HARMLESS OF ANY INJURIES OR DEATHS RESULTING FROM PARTICIPATION IN THIS EVENT.

  • CONTESTANT WILL BE REQUIRED TO SIGN A PERSONAL INJURY WAIVER AT EVENT REGISTRATION TO COMPETE IN EVENT.

  • FAILURE TO COMPLY WITH THE RULES AND REGULATIONS CAN AND WILL RESULT IN DISMISSAL FROM EVENT WITHOUT POSSIBILITY OF A REFUND.
